This is the Power Armor frame retexture, with darker, more weathered appearance.
I felt like the frame overall appearance should reflect less than ideal storage condition of several , if not most of the PAs you encounter (in the open field, or even underwater) 🙂
Extract the file into your Fallout 4 directory.
If you haven’t done so already, ensure that your fallout4.ini (located usually in Documents/My Games/Fallout4/fallout4.ini) has the following line changed:
from
sResourceDataDirsFinal=STRINGS
to
sResourceDataDirsFinal=STRINGS\, Textures\
