This .bat file will fix the permanent visual effect glitch that occurs when you use a scoped weapon or any drugs, just place in the Fallout4/data main folder, press (~) in-game to open the console and type bat fix, this should reset the visual effect of the character.
Broken down steps:
1. press (~) in-game to bring up the console
2. type bat fix
3. ??????
4. Profit!
Sidenote: Sometimes the bug will persist after you load the game again, in such case just run the .bat again and you’re good to go.
