I do not believe they are currently spawning on their own as random settlers that join, until I figure out how to fix this you need to spawn them (instructions below) and add them to your settlement yourself.
I didn’t see any references to add them to a list of potential settlers anywhere, so I’m not sure at this moment how to fix it.
To spawn them, check your load order for the first two hex digits, and type this in the console: (First is super mutant, second is synth)
player.placeatme xx000800
player.placeatme xx000802
But change the xx for your load order hex digits.
Open the workshop and tell them to move to wherever you want them, to gain them as settlers.
They most likely do NOT have any dialog currently. The only voiced dialog for the settler lines is in male/female human form.

Installation
Add the following line to the Fallout4Prefs.ini file below the section marked [Launcher]:
bEnableFileSelection=1
Change the following line in Fallout4.ini:
sResourceDataDirsFinal=STRINGS\, TEXTURES\, MUSIC\, SOUND\, INTERFACE\, MESHES\, PROGRAMS\, MATERIALS\, LODSETTINGS\, VIS\, MISC\, SCRIPTS\, SHADERSFX\
Then place the .esp from the .zip into your Data folder (or use NMM)
