The archive contains two versions, black and mirrored.
Installation:
Select the desired option and unpack the Data folder in the game folder.
In Fallout.ini register sResourceDataDirsFinal=STRINGS\, TEXTURES\, MATERIALS\
Removal:
Remove folder PoliceGlasses from Data/Textures/Clothes and Data/Materials/Clothes.
